Act 20
In 2023, Gov. Tony Evers signed Wisconsin Act 20, known as the Right to Read Act. It overhauls how teachers teach and students learn reading in grades K-3 in public, charter and choice schools. It promotes phonics; prohibits a teaching strategy called “3-cueing;” changes student assessments; requires more student interventions; establishes a literacy coaching program; and more.
It may be difficult to decipher what tenets of the Act 20 private, Choice schools like Divine Savior need to follow. Below is a breakdown of what the Act requires for Divine Savior School.

Act 20 Requirements:
Schools, including private, Choice schools, in Wisconsin are required to provide science-based early literacy instruction in both universal and intervention settings, as outlined by Act 20.
This instruction must be systematic and explicit, encompassing phonological awareness, phonemic awareness, phonics, background knowledge, oral language development, vocabulary, writing, comprehension, and reading fluency.
The law does not mandate a curriculum change but specifies the type of instruction to be implemented. Additionally, Act 20 prohibits the use of three-cueing instruction as defined in the statute.
Divine Savior:
All 3K-5 educators began implementing the myView Literacy program by SAVVAS in September 2025. This curriculum is science-based and includes all the components of systematic and explicit instruction outlined above. Staff received professional development for the initial implementation.

Act 20 Requirements:
Schools, including private schools in the Choice program, must have a policy for promotion from 3rd to 4th grade, folowing the preferred language of the DPI.
Divine Savior:
The promotion policy was approved by the Board of Trustees in June 2025 and will go into effect September 1, 2027.
